I am not in academia. Could someone explain to me why this individual is (presumably) being funded to write a word salad about a field he doesn't understand? The American liberal class has nursed this viper in its bosom for maybe 30 years now, but really have no weapons or language to defend themselves against the superweapon of Crit Soc Justice: the bigotry accusation.
The New Left worked tirelessly to find and exploit the Achilles' heel of Western liberal democracy: that despite all its claims to Justice, Freedom, Democracy etc it was mostly cruel to minorities, most esp blacks, gays, and women. As this is obviously true and undeniable, it has now become their sword and shield and skeleton key to open every door and win every argument: every settled claim and arrangement, every tradition, belief, standard etc are all irredeemably tainted and poisoned at their roots (all are really just masks for Power and oppression), thus they need to be radically torn out and replaced by "socialist liberation" aka "the first shall be last and the last shall be first" aka "we hold the whip hand now".
Reading this I do feel more confident that there's hope that America won't go full Soviet, but my biggest worry is that all the educated and ambitious people I know under say age 30 are fully indoctrinated in the Social Justice ideology, which provides them with morals, meaning and purpose, plus is the lingua franca of the global elite and basic etiquette in all these circles.
Is it possible to de-program an entire generation? I guess we're about to find out.

Funny thing there is that after I sent a message of warning to the Editor of the journal, suggesting that perhaps he was Sokal-hoaxed, he (one Donald Opitz, for the record) replied that the paper passed regular peer-review procedure and that there is nothing he could do about it...
As far the question of the bottom is concerned, I'm afraid it is not reached until we revert to the hunter-gatherer societies. That is exactly what some of those ideologues want and this is why I use to refer to them as the enemies of civilization. The consequences have been excellently described in a recent novel by Robert Harris, "The Second Sleep", which I recommend wholeheartedly.

I am not in academia. Could someone explain to me why this individual is (presumably) being funded to write a word salad about a field he doesn't understand? I am seeing this sort of thing pop up again and again: departments that purport to be doing STEM-adjacent research, but are really writing word salads about why gravity isn't real or why making kids dumber is progressive. This feels something like a fraudulent investment scheme. Why haven't state and federal governments done more to reign this stuff in? I did read the full piece and I understand they're starting to, but was it because they were asleep at the wheel? Same goes for university endowments. Why don't donors pump the brakes? Sorry for my ignorance but if anyone cares to explain to a layperson, I would appreciate it.
Even in academia many are either uninformed or fooled by the deceptive language. Outside universities, parents and taxpayers have no idea how their tax dollars are misused by public universities and funding agencies. Trustees can push back and in some places they do, for example, at UNC. We need to see more active resistance from all constituents -- academics, parents, alumni, donors, taxpayers to this madness.
As for your first question - I wish I knew. I mean, I have a few theories but they may or may not be true. As for the second (or third) - donors don't pump the brakes because most are not aware that it is happening, or at least not to the extent in which it's happening. As much as we are trying to get the word out there, unless you are an academic (or a parent), you are quite unlikely to read this material - you may be an exception.

It has been shown that the rapid legislative or illegal introduction of quotas for minorities instead of increasing their scientific level and well-being can only limit the recruiting of talented people of any gender or race into science and will result in the decline of the world science as a whole.

The way out of this mess:
1. Create an easy system for real money: private currencies/warrants based on real assets, goods, services, etc. (gold, corn, oil, distance/volume/weight transportation, labor human hour/minute, etc.)
2. Ban legal tender. Let the free markets decide which real-currencies/valuables/warrants they prefer to trade with
3. Ban paper-backed currencies (unlike real-backed ones of point 1.)
